Part Time Parish Clerk/ Responsible Financial Officer
(8 hours per week LC2 (SCP 18-23 £31,537-£33,366 pro rata)
Keele Parish is approximately 3 miles west of Newcastle-under-Lyme in North Staffordshire. The council consists of 11 members and has one employee, the Parish Clerk/Responsible Financial Officer. The annual budget in 2025/26 was £18,825.
Keele Parish Council is seeking to appoint a forward-thinking Parish Clerk/Responsible Financial Officer on a part time basis (8 hours per week). The ideal candidate will be an excellent communicator, with a ‘can do’ attitude, who can demonstrate strong governance and financial management skills. The successful candidate will be expected to work in close partnership with the Chair and Vice Chair, plus a range of local bodies and organisations.
Responsibilities of the role include:
- producing agendas and minutes for all council meetings in association with the Chair/ Vice Chair
- liaising with outside bodies, residents and contractors
- enacting the council’s decisions
- managing expenditure and maintaining the council’s financial records
- preparation of the financial records for audit, in accordance with Audit Regulations and completion of the Annual Return
The Council currently meets on the second Monday of every month (7pm to 9pm) and the Clerk’s attendance is required at meetings.
The successful candidate will be computer literate, an effective administrator, have good team-working skills and relevant financial knowledge in relation to their duties as an RFO. Knowledge of the workings of local government (or other relevant professional experience) is desirable. Whilst it would be preferable for applicants to have relevant qualifications, such as the Introduction to Local Council Administration, this is not essential as training can be provided for the appropriate candidate.
Training will be offered as appropriate and remuneration will be based on scale LC2 (SCP 18-23 £31,537-£33,366 pro rata) according to SLCC/NALC Guidelines and dependent on experience.
